If you’re an Afghan national residing in Germany and have been asked by the German authorities to confirm your Identity as an Afghan National, you can get National Identity Confmration from the Consulate General of the Islamic Republic of Afghanistan in Bonn.
 
Please read the following information and instructions carefully:
 
Visit the Consulate General in-person during official working hours to obtain the Confirmation of Identity Document.
 
Proof of Afghanistan Citizenship from Next of Keen: Copy of the Next of Keen Tazkira, next of keen includes (Father, Brother, Uncle / Cousin).
 
Two recently taken passport-size photographs.
 
The Consulate General charges a fee of €70 Euro for the Confirmation of Identity, payable in cash or by debit card (with a 1-euro surcharge).
 
Fill out the Application Form online (found here) and submit it. You will receive an Application Code starting with TZxxxxxx. Save the code (take a screenshot) and present it along with the required documents at the Consulate General’s counter (Confirmation of Identity Section) when you are called into the queue. The Consulate General staff will process and issue the Confirmation of Identity after initial document inspection and Consul Approval and Interview.

The Consulate General has photocopy and bio-metric photo (3×4) services and printing service. Please make sure to bring all required documents before visiting the consulate.

If you’re an Afghan national residing in Germany and have been asked by the German authorities to obtain a Birth Certificate, you can get one from the Consulate General of the Islamic Republic of Afghanistan in Bonn. Please read the following instructions and information carefully:
 
Visit the Consulate General in-person during official working hours to obtain the Birth Certificate.
 
Bring the following required documents:
 
Proof of Afghanistan Citizenship: Original Tazkira (National ID) or Afghan Passport, along with copies.
 
Two recently taken passport-size photographs.
 
Proof of Address/Residency in Germany: Germany Identity Card (Personalausweis) and a copy of it.
 
The Consulate General charges a fee of 30 euros for the Birth Certificate, payable in cash or by debit card (with a 1-euro surcharge).
 
Fill out the Application Form online (found here) and submit it. You will receive an Application Code starting with BCxxxxxx. Save the code (take a screenshot) and present it along with the required documents at the Consulate General’s counter when you are called into the queue. The Consulate General staff will process and issue the Birth Certificate after an initial document assessment.

The Consulate General has photocopy and bio-metric photo (3×4) services, but we don’t have a service for printing documents from Mobile, Flash Disk, or any other storage devices. Please make sure to bring your documents completely before your visit.

The Consulate General of the Islamic Republic of Afghanistan in Bonn issues a Confirmation of Marriage Certificate for already married couples, who live in Germany. Both husband and wife MUST be present at the Consulate General at the time of their visit along with FIVE adult witnesses/assertors.

Visit In-person: Both husband and wife and FIVE adult witnesses MUST be present at the Consulate General at the time of their visit along with documents. Marriage Certificate Form (فورم زوجیت خط). This form needs to be completed in the Consulate General. It can be downloaded from here.
 
Request Letter. A request letter outlining the purpose, date, and place of marriage should be submitted to the Consulate at the time of the visit. The request Letter can be downloaded here.
 
Required Documents and Witnesses (IQRARKUNENDAGAN and SHAHEDAAN)

The following persons and documents MUST be present at the Consulate General during your visit.
 
A. Proof of Identity: Original and Copy of Tazkira or Passport of both applicants; (2) one colour copy of Tazkira or passport of each assertor and witness; and (3) one colour copy of German Personalauswise and assertors/witnesses.
 
B. Photographs. (1) Two recent photographs (size: 4×4.5 cm) of both applicants; (2) two recent photographs of each witness/assertor.
 
C. Assertors (Iqrar Konendagaan): THREE adult assertors should be present at the time of your visit along with the applicants. All three assertors should have their proof of identities and photographs ready as stated in paragraph A and B.
 
D. Witnesses (Shaahedaan): in addition to 3 assertors, TWO adult witnesses should be present at the time of visit along with the applicants. Both witnesses should have their proof of identities and photographs ready as stated in paragraph A and B.

If you’re an Afghan national residing in Germany and have been asked by the German authorities to obtain a Celibacy Confirmation Certificate, you can get one from the Consulate General of the Islamic Republic of Afghanistan in Bonn.

 
Please read the following instructions and information carefully:
 
Visit In-person: Visit the Consulate General in-person during official working hours to obtain the Confirmation of Celibacy Certificate.
 

Guarantors and Witnesses:

The applicant must bring and provide the names and details three adult guarantors who will attest in writing to the applicant’s celibacy status. The guarantors must be Afghan nationals and provide an original copy of their Tazkira and/or passport, as well as a copy of their German Personalausweis.

In addition, the applicant must bring and provide the names and details of two adult witnesses who can testify in writing about the process. The witnesses must also be Afghan nationals and provide an original copy of their Tazkira and/or passport, as well as a copy of their German Personalausweis.

Finally, the applicant must submit 1 recently taken passport-size photo for both the guarantors and witnesses.

 
Bring the following required documents:
 
Proof of Afghanistan Citizenship: Original Tazkira (National ID) or Afghan Passport, along with copies.
 
The applicant must provide evidence (Erweirterte Meldebescheinigung) to demonstrate that they were under the age of 18 at the time they left Afghanistan and became a refugee in Germany. (Sample of Erweirterte Meldebescheinigung here).

In the event of the death of an Afghan National in Germany and in case his/her family wishes to transfer the deceased to Afghanistan, the General Consulate issues a support letter and seeks the cooperation of the relevant authorities during the transferring process, which includes the transit countries and airports in Afghanistan.
 
The service can be provided distanced and via email.

The relevant authorities in Germany shall send an email to the General Consulate at consular.bonn@mfa.af and request for a support letter and, if applicable, mention the names(s) of person(s) planning to travel to Afghanistan during the transfer of the deceased. The email should contain the required documents as attachments.
 

Required Documents:

  • A) Passport copy of the deceased.
  • B) Death Registration Statement.
  • C) Death Certificate. Contain information about (1) the deceased, (2) his/her parents, children and former spouse, (3) cause of death and medical condition, (4) name, address and relationship of the informant
  • D) Certificate from Local Health District. This certifies that the transfer of the deceased is unlikely to pose any health risks for humans and countries.
  • E) Certificate of Embalming
 
The Service is free of charge.
 
Procedure. Once the Consulate General receives the email along with the required document, as illustrated above, a support letter will be issued on the same day. The Consulate General sends the scan copy of the letter by email.
